To start with the advise will be, do not target too many keywords, start with a mild backlinking campaign targeting 3 keywords and once you get some decent rankings (not necessarily first page) and some traffic then you start spreading the banklink campaign to more keywords and pages, this will help in keeping the focus on important keywords and not spread the campaign so badly that not only search engines, but ultimately even you lose focus

I agree! Having quality content together with creating quality of inbound links gives your site better result.

 

target your keyword on specific page and create good landing page... build back links on every pages.
