your question is not clear but explain seo have two parts on page seo and off page seo. in on page google consider at those terms as ranking factor that is directly related to your website like internal linking, anchor text , alt tag.... and off page means google consider at those terms that is not related to your website like link building, bookmarking, article, pr......., it also called search engine marketing.

I was just wondering how you can claim what Google does/doesn't use? Do you work for Google? Have you seen all of the Google algorithms?
Maybe Timothy wanted to say that meta keywords aren't o important as they used to be. But I think they do count for SEO, at least a small percentage. What I also do for on-page SEO is to bold my keyword once, in the first paragraph, and make it italic once in the article.
There is no such thing as "off page seo". Anything off site you do is merely trying to stack the odds in your favour, you are not "optimising" anything.
