You mean you want 100% uptime hosting? If there is 5 minutes down time/month then you request refund? Its almost impossible to get one. 99.99% already consider good.
Even some of the biggest including hostgator will have 30 to 50 minutes of downtime a month. I think you should go for 99.9% uptime. Even wiredtree(considered to be the best dc), went down a few days back for 6+ hours. Good luck..
I'm with hostgator, and so far they've been good to me. Although, sometimes, the tech guys just assume that you're a techie too. I'm starting to test out lunar pages, because they have this 1 year unlimited domains and unlimited traffic way less than what hostgator is offering.
