Which Registrar provides the lowest transfer fees and also allows unverified Paypal? I tried Godaddy to transfer my domain but they do not seem to allow a bank account verified paypal,(it asks me to attach a credit or a debit card)

I think your paypal does not have enough balance so paypal ask for your card details. Godaddy accept unverified account too. If you're still getting this problem, just try Moniker.com, eNom.com, Name.com,...

UK registrars too, but there is a catch. Transfer is free but you need to pay the renewal, hence you end up paying for domain transfer anyway

Transfer free is the same as registration fee so check the prices.
    That is not a problem.
The bigger problem is your unverified paypal
