Hello As mine personal source said from ( Chennai Developer and live statics system engg. said) the reason why paypal has blocked Personal payment . 1) they have 89 % Indian used personal payment for saving fees even payment was for goods ,service or what ever 2) scammers has exploit the personal payment system of paypal ( as they ask payment as personal ( after that they don't give service or goods ) as all knows Personal payment can not dispute ; 3) why only indians , ( coz the ratio of Fraud and Exploiting Personal Payment system is noted 89% Source ( Chennai Developer and live statics system engg.) (Personal payment you can not Dispute , (all you can do is open Unthorized claim when you lose after investigation )
Sounds odd, because chargebacks can be asked for Personal Payments too. Are you sure it's a trusted source? When you refund a personal payment, it has to be a full refund (Partial refunds can't be done). This is the only thing different with personal payments. (apart from the fees) Moreover, it's not my problem if someone sends me a personal payment. I don't force them to do so. Why didn't Paypal go after those who "send" personal payments? Why the receiver being hit?
no , Personal Payment are not Disputed at all. Only things if you paid by Credit card funding source ( you can ask reversal form Card issuer company ) paypal wont help you to charge back , there is no option to charge back or dispute presonal Payment !
That may be true but Why they are saying personal payments only?? I've my business account and still I am getting same issue even if client paid my PayPal Invoice. Can you please ask your source about it because I know there are a lot users like me including several web developments firms which only rely on PayPal and now they stucked at the start of month where they have to pay the salaries.
This is the receipt for a personal payment (it was really "personal" IMHO) The fees is "$ 0.00" (which means it is personal) There is a link to file dispute on it.
n there is link to file charge back , dispute .. but when you attempt to do . it iwll give you error message , that "payment was for personal method. and this payment is not avaible for dispute "" for sure : try it out if its personal payment
The Transcation which will not give FEES for Payment will get reversed ! for sure Go for "Buy Now Button" : rather then invoice ,
Tried. Reached till almost the last step. And I'm sure that I could have completed the process of opening a dispute. But I think I would agree with you, rather than really filing a dispute against my partner, just to get the screenshot.

I always knew that. Thats so cheap among all the Indians.. I have myself used lots of Indian guys/ companies for services, but everytime, they ask to send me via GIFT , but I either scolded them or cancelled their whole payment for such illegal words against paypal. Anyways, I know, many still do that and their clients also do that. So, both are responsible now! Lets see, if we get this solved soon.
I think Paypal has tracked too many personal payments from Indian users..Considering that Indians has the most paid online when it comes to services so I guess they wanted to control Indians and make them force to use premier account ?
There's no way that Paypal was continuing to operate there with 89% fraud. If this is an accurate number, it has to be a combined percentage of people using Paypal against their TOS and fraud. From a risk perspective, a 5% fraud rate would be completely unacceptable. They wouldn't be in business with 89%.
i did not say 89% indian paypal use are fraude , I said 89% of Personal Payment was fake ( or fraud ) ratio 89% is for Personal payment
but there are so many other country users who also ask for personal payments for their services, and why only India??
They must have used different way to do this. Acting without any prior notice and indulging in reversals hasn't been smooth sailing. Whatever has happened, has happened (using/misusing personal payment option). They should have removed the personal payment tab/option one fine morning and things would have gone on from then onwards. Is this the way business is done by such a large company at international level? Indians, who are somehow associated with business drawing Excise Duty understands this very well. Any changes in excise rates comes into force from midnight the day changes are announced. But this never delay their normal business for more than 24 hours. Any change in policy by paypal must have been smoothly implemented instead of creating all this chaos. And that could have been done very easily as everyone understands it.
