Ok, i've seen this confusion so much...
So, though i might help clear it. :)

    QUESTION:
Some people say an indian CAN transfer money through xoom using HIS OWN paypal. BUT, others say, they cannot... xoom just refunds the money.

    NOW, THE ANSWER:

    FIRST:
it is illegal to transfer money from india to india using xoom... indian law forbids it.

    SECOND:
how would xoom know if you are in india?
xoom will look at the credit card you have used to verify your paypal account. If that credit card is issued by indian bank... its obvious that you are an indian.

    SO?
so, if you are using your INDIAN credit card to verify your paypal account... xoom will know that you are in india and will not transfer your fund.

    AND?
and, if you are using some other VCC (virtual card) or something... then obviously, xoom wont know that you are an indian guy since the credit card you are using is NOT issued by any INDIAN bank.

    THUS...
many indians can transfer funds without any problems... while others (who use INDIAN credit card in paypal) have to ask for some friend's help who is outside india who is obviously using NON-INDIAN credit card for his paypal.

this is purely my opinion... i'd like some inputs if somebody has any other theory. :)

Technically speaking if someone send payment from his paypal account through their bank account in India, it is not really an India to India transfer since the paypal account does not actually originates from India as Paypal is not an Indian company, the funds is effective coming from either the US or Singapore. It is more a technicality issue here. Although sending money from yourself to yourself may become suspect though.

I would think that Xoom is a mechanism you use to pay someone else and it should not be to yourself.

I heard on messenger with a friend that we can withdraw by xoom for delivery method but i am not sure this is correct
i had withdrawed earlier by sending funds to friends paypal and then to me

the guy who told he is a member here and invited to me join this forum
    the email form xoom is

Thank you for contacting Xoom Customer Support.

Please take a note that by using Xoom you can initiate an India to India transfer but the disbursement method that you can opt for has to be either Bank Deposit or Delivery.

Please let us know if you have more concerns. Have a nice time ahead.

    Get your facts straight.

I'm an Indian with Indian Credit Card with Indian Bank Account and i have made several xoom transfers SUCCESSFULLY so far (both direct deposit and courier )

    KS

EDIT : Please tell them your source of income is forums.digitalpoint.com (if at all this is the only one) and tell them its not based in India and then you should not have any problem (atleast i have not had one so far).
