But whatever , for sure the issue is with something in India and Paypal else they wouldn't have delayed reached to such decisions so fast . they reversed the personal payments and delayed the bank withdrawl till the time they upgrade some system on their part . Now big question lies what will be the further restrictions when paypal comes with a clearer view on this Shit. If it some how stops for India that will be the biggest disappoint of mine and others too.

I don't think paypal is going to stop functioning in one of its biggest markets. I fear if paypal would now ask Tax ids to be shared to use account such as the advertising agencies do for their local markets

I hope paypal pays all the reversed charges back to the account and fix themselves up, if they are planning to do some thing nasty again, at least they must take a step by posting an info on their site for Indian or which ever country users if they can't mail to all the nation paypal accounts

I hope they don't take some service tax or some such things... as it is there are so many taxes and with state levied VAT + center levied VAT - this will be the icing on the cake

This seems to be valid reason for all this situation as that notification was released on feb 3 officially and since then payment reversal started.

The amended sub-rule (1) of Rule 9, in terms of clause (b) (ii) requires verification of identity of the customer for all international money transfer operations.
now the most important rule says

Rule 9, now requires banks/financial institutions to verify identity of the non-account based customer while carrying out transaction of an amount equal to or exceeding rupees fifty thousand, whether conducted as a single transaction or several transactions that appear to be connected.

So here paypal deposited amount to indian banks that i suppose it is in $xxxxxx which is far larger than Rs 50,000 as a walk in customer non-account based, thats why banks require verification of identity and address of such walk in customer [paypal] so paypal is only allowing those payments to India which have a address mentioned not even Payment of Services. In this thread someone mentioned that RBI needed some documents from paypal which they didn't submitted till now. I suppose this is the real problem here. just my speculation nothing sure.

Really paypal acts in a strange way.
But why you ppl don't change to Moneybookers, it has many options better than payapal, and its accepted and approved by Ebay as a payment method.

It's more international than paypal. All countries are accepted while paypal is only for some.

Clients also will change to moneybookers if they find that all service providers accept moneybookers.
Because clients are also feedup with paypal problems but everyone says this like you.
but when we start changing everyone will do that.

This crap is causing me so much trouble! I have many members from india who provide me good service, and it's a pain in the a** to pay them right now, with all those reversals.

Paypal better sort themselves out and not come up with some lame new rule regarding india!

    Something appeared on paypal blog.

    https://www.thepaypalblog.com/2010/02/personal-payments-and-local-bank-transfers-in-india/

pretty useless though. but atleast they are talking now.

    Edit:

    from blog post
I’m writing to let you know that personal payments to and from India and transfers to local banks in India have been suspended while we work with our business partners and other stakeholders to address questions they have about the service.

Seems like paypal has some issues with RBI.
