It's possible in theory. In practice, extremely unlikely on the search network, possible on content (i.e. adsense ads on blogs), but unlikely to be good quality leads.
One-cent clicks are pretty much impossible - the online marketing field is way too competitive. I hope you didn't pay anything for those eBooks, because they sound like they're horribly out of date...
Yes, you can get one-cent clicks, but it's possible only after a lot of work on tracking down high-quality keywords with high click rates. And they have to be keywords that don't have a lot of competitors. So you can work toward it, but assume they will make up a minor part of your total keyword list.
Likely they are not converting keywords if they are that cheap. That is, no one can make money off the people who click on those ads.

I have a fair number of keywords that cost one cent. They're in the travel category, so the competition is pretty steep. Some of them are highly profitable and others are not. I keep the profitable ones and dump the unprofitable. I work on my AdWords account nearly every day. You have to give it that much attention if you want decent results. But even when you have a keyword with a high quality score that costs 1 cent and gives you 300 visits a month, you can lose that price if you don't manage your account carefully. I just had a good one today that dropped in quality score and suddenly I'm paying 5 cents instead of 1 cent. Frustrating.
In a simple world if I bid 10c and have a great campaign and the keyword has a qs of 10, 3 competitors bid 30c, 40c, 50c couldn't I get position 4 and pay 1c?
In theory yes, In practice NO.... that's because according to Google they actually have a minium bid "threshold" for different keywords. Therefore even if you are the last advertiser, you will pay the minimum bid set by the "threshold", not the 1p in theory.... This is why in their videos, they would refer to " bla bla... you will pay the minimum bid boa boa..." rather tha saying: " you will be paying 1cent"
As others have said: yes it's possible, but don't count on it ever happening. 1 cent/click means that you're targeting a keyword that gets no traffic whatsoever, making it pointless to even target.
It all depends of what you are offering and the keywords you are targeting, for example, if the keyword your targeting is "eBook" they that will not cost you 1p, but is you are targeting something like "cheap ebook on how to have fun on the beach" the keyword click cost is likley to be considerably cheaper.
Possible to do. You just need to find the unique niches where no one else is found other than you. They are still out there. Along with high QS and high CTR you will get 0.01 per click. It does take work to find them though.

My cpc was set to a penny and I placed 2000 key words into the adwords system. I looked last week and in the best part of 70 days I had two impressions and no clicks. I took the rather carefree step of increasing my CPC by 100% to two whole pennies. Guess what , zip , nada , ziltch. I guess you get what you pay for..
