So apparently, the person/company sending the payment must select "goods" and fill the shipping adress information, even if its a service.

Just finished a frustrating call with paypal where I was told to follow these instructions atleast 5 times:

    (a) click the Send Money tab, (b) select "Goods," and (c) provide a shipping address.

That applies for 'services'. All services invoices have to be 'goods' invoices.

I asked them, "won't this lead to a lot of scams where people buy services and file dispute that they never received the goods".. they kept saying "I understand what you mean".. but these are the instructions you are supposed to follow :(

Why Paypal is reversing the service transactions. Does paypal fees is low for them than for goods payments....
I think Paypal held our money only due to this. Now all those people who have negative balances they will be adjusted from the amount that they have already withdrawn....

This is a very bad business method of Paypal. It just leaves us without much to do than to see our money being ***ed like this...

I don't understand when you are not shipping any goods then how can you take payments as 'Goods'.

What If PayPal places and investigation on the transaction stating that they need a delivery reciept or some verification or something like that I don't know then what will be answer ?

I asked them about it.. I told them they will be receiving a lot of disputes. And as a service provider I can't provide proof of 'delivered goods'.. I got the same response..

"Follow these instructions" - click on send money tab, select goods, put shipping address :)) It looks like they had trained their customer support for these type of calls in advance.

I get paypal payments from some reputed entities whose payments are automatic and who don't individually click anything and so don't choose anything for each paypal payment.

After I contact them, what if they refuse to lie and say that they're providing goods instead of services? Their own internal audit systems don't allow them to falsify records?

How am I to receive payments then? We need an alternative to paypal desperately.

Then tell them to first stop reversing all payments

Please keep all of us update for the outcome as lots of confusion.

From what I have been hearing, this was an "imposition" of the Indian government to prevent tax evasion.

Maybe what they should be worrying about is to provide jobs that actually pay people enough to live a normal comfortable life.

Well, Indian government is entitled to whatever taxes it imposes with it's laws.. And there have been quite a few schemes to provide employment to unemployed.. Unfortunately, a lot of money of wasted due to corruption at all levels.

That still doesn't justify paypal's actions. Indian government imposes 'gift tax' on payments above 25,000 INR so it's not that easy for people to evade tax.
