I'm gonna read joesmith's referral, but I've read from many posts here that PR depends largely on the number of quality sites of high-PR sites linking to one's site.

Good link. Though it is not about PageRank, but about general ranking factors (which is also worth reading however). PR depends on backlinks only. Briefly: Think of PR as a vote one page gives to another. The more popular a page is, the more value this vote has. In more details: PageRank is a probability of a visitor randomly surfing the web to end up on this particular website. If we take all pages all over the web, the probability of a visitor to end up on ANY website is 100%. However, some of the sites have more links to them, and thus a visitor who randomly clicks the links will happen to open those sites more often. So the more links a site has, the higher the above probability is. So every link to your site increase the chance of a visitor randomly surfing the web to finally come to your site. Pagerank is mysterious ,because my site have strong backlink,but google give pagerank 1, and another my site have small backlink but google give pagerank 2...: thanks
Backlinks is one of the factor to determine the pagerank .But there are many factors to be considered for getting the pagerank.
Its all depend about your seo on/off page activities which are using for the optimization of the websites among different search engines. Attractive site navigation, proper meta tags, unique content and back links from relevant sites are the major reasons for getting PR of the website.
