Keywords are a set of words that are searched in the search engine
They used to be important but not now
People would stuff keywords into the field putting everything and everything they could dream up - blackhat - so that their page would show in search engine results
This term is called "keyword stuffing"
The search engines caught on and thus keywords are of little importance
The meta description is another kettle of fish
Its a summary of the site
Search engines use it to seek out information about the site, and the results are often used in the summary that the search engine gives about the site
Even if you are in the Serps the short summary of the site by the search engine is what often drives compliance or non compliance to your site
One point it does not hurt to have your keywords written in as part of the meta description
    Hope this helps

The keyword meta tag contains a list of keywords that someone might type into a search engine to find your web page

The description meta tag is a brief description of what your web page is about.

It should be noted that google does not even consider keyword meta tags any longer as they have been abused and overly stuffed with irrelevant keywords in the past by some web designers trying to drive any kind of traffic to their site. They may still be used by other search engines, but I would not weigh too heavily on them. Many web site designers do not even include a keyword meta tag any longer.
Your best bet is to use relevant keywords throughout the content of your pages and write good meaningful content.

If you write a short but meaningful meta description, google and other search engines will use your description as an excerpt in their search results.

EDIT: Looks like billys office beat me to the punch ;)

There importance is debatable. Some search engines still use them. In my experience, description is invaluable because it gives visitors from search engines an idea of what is on your page. Don't ignore the description tag.

Yahoo still gives some relevance to meta tags. So including them is not a bad idea at all

And the description is what's going to go under your title in the search engine listing (so it'll need to be short, to the point, descriptive ... and catchy ...).

Both should not be too long either.

For description i wouldn't go beyond 160 characters, for keywords only use those necessary, no need to go beyond 10 and dont use 10 if you dont need to and dont repeat keywords.

The description should be a sentence or two, not loads of keywords.
