I use getafreelancer.com and everything's good so far.

From my experience, searching for "local" provider or customer will yield you a best result.
(Ex. you're in Singapore then you should find a provider who are in Singapore and not from India, and vice versa)

I am using getafreelancer.com and yes it is good. The only downside is that providers or freelancers are made to pay. I suggest you go to odesk.com if you really want a good freelance website. It does not require anything from the provider and it easily tracks buyer-provider transactions so you'll avoid getting scammed.

I've used eLance in the past. The service providers there have always done an excellent job.

I've used Elance lots ot times with mixed results. A few pointers:

    1) Don't go with the lowest quotes, if it seems too cheap it probably is.
    2) Write a very detailed and thorough job description.
    3) Agree milestones and deliverables and stick to them.
    4) If a project deadline is missed twice, cancel the job. It'll never get finished.
    5) Leave great feedback, with specifics, for great providers.

    That's it.

Be careful of new providers. Also look for providers with lots of good and detailed reviews.

I use odesk, freelancer and guru but I must admit some of the bids are real low. When you first sign up it can be a bit confusing and people want to go with the lowest bid. I have tried to hire people and tried to sign up for jobs but I hardly have any success with signing for jobs cause you have to compete with so many people that are willing to work for peanuts.
