Directories can be very valuable, so long as you make your submissions good and you choose good directories (by that I mean high PR etc).

Be wary of directory submission software which submits your site to hundreds of directories at once; it is better to select fewer good directories and personalise your submission on each. Do a few a day and your inbound links look more natural.

SEO - Search engine Optimization and
SEM - Search engine Marketing

SEO used for building your SERP and SEM used to building backlinks.
When you're asking wrong questions then people like @apofis2009 who know even less than you do

I can say that submissions to almost any kind of directories (High or low PR) will one day be a plus for you, not only to High ones. Cause no website was born having a HIGH pagerank, but they collected their rankings during the time.
