That is happens because it points to your ISP not your computer, but the ISP can disclose your IP if something important has happened.

Listen, TheDark! I have sent an email from my home PC to the White House writing that there's gonna be a bomb explosion some time soon. Will they learn my home address using my IP-address? Or what the consequences might be?

If you are dealing with the the white house, be sure it is a great chance. Let me tell you why.

They will start only with the e-mail that they received, they will get the headers, the server that sent the e-mail, time and user. With this data they will send lawyers to that e-mail company. If the mail company is located in bangladesh, iraq or something like this their chances will drop, but they still get some man to give them data. They need your IP address and based on e-mail server logs they can know it. Unless the hard disk where logs were kept is destroyed there is a change that they can get the IP address.

Now they have your IP address, they are unsure if it is the real one or not but they will find out soon. They will find out what ISP has registered the IP address and they will contact them. They have logs too, they have logs for everything and they will tell him who accesed that e-mail server at that specific time. THis is an easy task, they will know the user and under the law they will disclose your name.

Real haxors are using proxies on system where they have control with backdoors, use it and then delete all logs. But they still have the ip address of the proxy you used, and they can contact all ISP's and ask them to try to find out of someone from their network connected to that IP address. There are other ways too, use double proxy, or very simple, go to an unsecured wireless network, and they will be unable to trace you. It is simple.

You can read more about IP addresses and ways to trace them at my blog: They can find my street and name if they know my IP address ?

Almost anyone can trace IP address along with location and other information's from any received email with a little bit knowledge.
Take for example free email tracking tool from IP Address Location or similar trace email tool from Find IP Address

Any IP tracking tools will trace IP address from your ISP that is assigned to your machine. Location and other data's will show your ISP.
But find real owner address and other information's for authority instances is piece of cake. They only need to get court order and send it to your ISP asking for more information's about owner.

If you're looking for an address, an IP is only going to get you so far. The best way is to hope they have a domain, that you can use a WHOIS lookup on, and hopefully if they are not a private individual, then you can get an address from there.

I think you can't find the exact location but you can find city and country name. It may be security reason.

It is much better to find for his name. Nowadays all people are using social networks, etc, if you find someone on a forum that bothers you, search for his name instead. If you find a spammer IP's or hacking attempt on your website, most probably you can't trace the person. And if you do, you will send him a message ?

You can't track exact address with IP - only ISP server location maybe

And I have seen somewhere in this topic that it is illegal, hmm not sure but try google: what happen if u try to locate somehow some1 from 1 single IP.

Not sure if basic person can do that, I think only government offices(FBI< CIA, maybe google)..

As i said, if you want to trace someone, look at his facebook account, myspace, linkedin, you will find some clues.

    It's http://www.ip2location.com .

By the way, where did you get the IP? From emails? What if the IP belongs to your email servers or anonymous proxy servers? You may end up tracking the wrong IP and get the wrong location ...

If the problema was not something about hackers or spammers it is most likely that he did not used a proxy

With one click they can't. And that's depending on the proxy you use. If they can contact the proxy owner and they are from the police or so they can force him to disclose who connected to the proxy on timeframe. They can go further to the ISP that they suspect and to ask which of the computers in the network connected to that proxy. The chances are not great to find you, and i'm sure they will try other easier way to identify you if they really want.
