Seems like an error indeed, since I also have it on my account Maybe it's gone for users that only used personal payments and never business? It might be a reason, I used it like it should. Could you re-check it and let us know please?
Really ?? Probably Paypal has disabled this feature only in Premium and Business accounts, because some people claim that they still has this option, and I do not has this option ( I have a premium account ) Paypal thinks that premium members can afford the fees.
Nope, no error. I have a personal account and don't have this option. As far as misusing is concerned, i've used personal payments just about 1 or 2 times out of the many payments i've done.
I guess you are right. I see no such personal payment feature in my Premier account as well. Though I never used it in the past and so am not aware if it existed earlier or not, but it is surely a blow to people who transacted between family and friends. Now... people will have to pay fees for personal transactions as well! Regards, RightMan

maybe you should try to call paypal because i was able to send money to my friend just now user personal

Well it's good for us guys, now onwards fees on Personal PayPal account is discarded, which means we have all same features ( No Fees ) and Limits ( Credit Card Transition and Withdrawal Limit) which we had few months ago. So enjoy it if you are with Personal Account.
but i heard like you can request for your account degradation, i am not sure, suppose if they not agreed, then ill close my premium acc, and open new personal acc.
we can close that account and open a fresh account but make sure to remove bank / cc details before closing or else fresh cc /bank account we need to add
Read this before you move forward -- My personal account doesn't have the option of "Personal payments" now.. So, it doesn't depend on account type. This has to do something with country..
