You may find that spreading out your listings over a lot of paid directories in the bargain budget area may carry just as much weight as blowing it all with a few $300 plus level directories like Yahoo! There are several lists of paid directories listed here at the root of this category. I'd try to focus on those that bring traffic, are well indexed and long established! Good luck!
I'd look for directories in your niche first. Look for ones that have a following and that are also well indexed in google. Those directories will provide you the most link juice.
I have no idea of your budget but i would say many of the established ones, ie: been around for at least a year and appear to be looked after.
There are very few paid directories left these days which still have page ranks in their inner pages.
As pipes mentioned, you should look for the ones that have been around for at least 1 yr and evaluate (from listings, site improvement, category structure, backlinks) on your own how they are being/ have been taken care of...I'd also recommend checking domain expiration date If you're paying for something, better make sure that your link will be taken care of too Cheers!

Just search google for "web directory" with no quotes and you will find the better paid directories according to what google thinks. Most of the responses you receive here will be from highly subjective opinions.
Other than Yahoo, I'd recommend Business.com, BOTW (Best Of The Web), and Joe Ant as the best paid directories.
