Without checking, I'd think that's not a competitive phrase. As for 'how much', right now SEO success isn't correlated with pricing. I've seen large SEO outfits charging 10-15K a month and more yet don't know what they're doing. And I've seen people rank on ultra competitive terms who are using somebody working out of her basement and not paying very much for it at all.
Yes I have been successful my self with a couple of competitive keywords and actually but I wanted to know if with $$ instead of work I could get my sites on the top 3 on all SE for any keywords.
I think it would depend on if you have other projects going that you feel are more important right now. If so, then go ahead and invest the money. Sometime it is better to get a little help so that you do not fall behind on other projects. As for cost, it all depends on what you want the seo to do, do you want full page seo, or just link building, what about content rewriting, there are alot of things that need to bone in order to push a site to the top. So price can range depending on what you need done.
