Be careful with link exchange, I've heard of a number of sites getting penalized for poor exchanges. Are your links mostly coming from links in your niche? Make sure you are getting traffic from some of your links - I recommend facebook and twitter for this. Hmmm Looks like you've fallen victim to DP My software suggests your site has been filtered or even penalised by Google. If you remove the Google filtering, it should be PR 3~4, but since it's PR 0, that's a sign to me that you've been naughty. I'd start again, or alternatively go through all the links you've created with blackhat and start removing them. Buying/adding more links will be a waste of time.
Maybe the links are just not good quality enough. Or wait. PR takes time. Wait till the next update and keep working. Eventually you will see the results.
