In SEO world getting anything might be difficult but not impossible. So getting pr8 is a difficult task but by getting authority backlinks from authority website may be effective and helpful.
I thing for a normal website page rank greater than 6 is very difficult to obtain. I have a website which is having page rank 3 and to get this page rank i have done lots of efforts. But just keep continue work and make good backlinks will increase your website page rank.
I'm from Spain and I can tell you that www.google.es has only PR7! Here, google.com is redirected to google.es and of course thousands and thousands of links point to it. I think a PR8 is nearly impossible.
PR8 is a 1 to 2 years project or even more than that. It is thoroughly achievable and just needs time and patience. Only you can add those two elements
I think the goal is achievable for social network sites that offer users blogging services, like Vox for example. Users' accounts get good PR for internal linking and external link building (it's their interest) and at the same time, they all link to vox homepage. The scheme is great, you let your users promote your site. But, for now Vox's PR is 'only' 7.
Only way to get to PR8 is if your website offers some kind of service that would interest a vast percentage of people. No ordinary could get PR8. Pr7 is accesible for some serious sites but that is as far you will get. 8 is only for a few and no SEO work you will do get get you there.
Page rank is not big matter to get business online, but this all thing depends on Quality of Website.
Ya PR 8, 9 or 10 Is almost impossible. You'd have to come up wit the next Twitter" site for that to happen. Forget about PR 10, the only site I know wit that Rating is Google of course.

If your site has lots of visit per day, like any government sites, so if you can make your site more popular then you get PR8 of your site..
Do people know how many PR10, 9, 8, 7 sites out there? Will there over 5000 PR7 sites? I can only think about 1000 or so.

really impressed , 100% correct, well pr 8 is not difficult if your site is usefull to users. your site reader will provide tons of backlinks, once your site get viral then pr 8 is not a big task even pr 9 is not a big task. pr8 requires just 20000 backlinks from pr 7 pages hehe.. But PR Is useless without content and without users.
Yes, PR 8 is little bit difficult, but eve it is possible, if you work smart and get more relevant back links.
