What I recommend you is VPS (with the size according to your needs).

Yeah, $10 or less won't even cover a windows license. You are better off getting a linux OS, with VNC, even then, you'll get a low end provider.

Any reputable host should know what the minimum requirement to run windows 2008 is, lol.

Nobody has really asked, what is it you need to do? For example, you can install xwindows on a linux server to get the graphical desktop like windows and firefox if you just need web browsing. This would save you a bundle depending on what you need to do.

I have been selling Windows RDP for $7/m for almost 2 years now and haven't had a problem. It just depends on how you manage your funds and how to cut down on costs. Like finding Licenses,Servers,Bandwidth at a lesser cost then your competitors, for in return you can offer your products of which you are selling at a lower cost.
