    I've been reading that Google Caffeine penalises sites for slow loading time.

    What is the best tool to check and compare the loading time of different sites from a SEO viewpoint?

    ping you can do from your computer , for to start then run , in run type cmd or the address for ping eg ping 0.0.0.0 -t

    Google has said they are "considering" using page load times as a ranking factor... No one at Google has said they ARE... and no one outside of Google has proven that it is included in Caffeine.

    You should be working on page load times anyway, because of usability benefits regardless of whether Google decides to include it as one of their 200+ ranking factors.

    iwebtool is good, I tried it. Good, though it has a hourly limit.

    Why all the domains I entered are red? Load time of one is only 1.2 second.

    I cannot tell you where you can find site loading time but yes Alexa provides such service. It is free and it compared your website with other websites and then shows the results accordingly.
