Yes I do, hence the highlights in my quote, as buying links was suggested as a way to increase PR - which Google advises against.

Using a paid directory can be fine, if the fee is minimal and for the editorial review to get the link/listing on the site. And obviously, paying Google for a link in the sponsored listings is more than fine and dandy!

I'm saying "buying links" without caution is not a good long term strategy, and could get the SEO burnt.
