This suggests that you should only go for links with high PR. This is not true. In an ideal word all of your links would be from high PR sites but thats just not possible for any beginner with no budget for advertising.

Don't get hung up on PR. Yes it "CAN" be a good indication but dont live by it. Create quality backlinks from all the standard methods:

    Articles
    Press Release
Quality blog commets - NOT SPAM
Quality forum posting - NOT SPAM (sig is worth so little dont post for the sake of it)
3 Way Link Exchange - Focus on Alexa not PR!!
    Social Bookmarking.

    Etc...

PR is an indication, not an exact formula.

Variety also seems to help. Having a link on a high PR page with a low number of links has shown to raise it as well.

To improve your Pr you need to gather quality backlinks for your site on regular basis, this may bring some traffic, but not that much.

Concentrate on fresh good content. Nothing builds your blog/site, then consistent new posts with good quality and unique content. It takes time, I agree with most of the comments, don't concentrate so much on PR then traffic.

One of the factors that affect page rank is the number of QUALITY of back links that you are getting. To create links, here are some of the techniques that helps:

    article submission
    engaging on Dofollow forums
    commenting on dofollow blogs
    press release
    classified ads

Just in case you've overlooked this...
If your website only has 2 pages, you'll never have higher than PR 2 ;)

In order to increase your PR, you really just need to work on building backlinks, that's it. Content by itself has no effect on PR (only SERP), other than the chance that your content could cause other people to backlink your pages.

But like a lot of people said, PR by itself is useless (it's only beneficial for the OTHER pages the page with PR links to), unless you plan on doing link exchanges or selling your site.
To improve your SERP, just concentrate on backlinking and fresh content.

To improve the PR factor of the website you have back links from social bookmarking websites!

Not so sure this is good advice. Perhaps if the objectives are extremely short term and high gain - but this is a risky road to go down, and goes against Google's guidelines, never mind how the algorithm sees it.

You mean buying backlinks is against guidelines.
What then would you make of directory listings with do following links that are NOT free or NOT reciprocal?

I say quality content over time does get you all the goodies. The problem is people give up way to early and start on a new venture and are stuck in the same problem. It's tough to envision a good blog when you never let it get there.
