You mean buying backlinks is against guidelines. What then would you make of directory listings with do following links that are NOT free or NOT reciprocal?
get some .gov or .edu links it will increase your rankings and pr as they are generally high pr links.
I say quality content over time does get you all the goodies. The problem is people give up way to early and start on a new venture and are stuck in the same problem. It's tough to envision a good blog when you never let it get there.
