CPM affiliates who counts returning and raw visitors?

    I am using paypopup,adsonion but i notice,they does not count all the unique traffic,specially they doesn't count returning visitors hits.I am looking for a cpm based site which atleast counts raw traffic and returning visitors too.I use smowtion they counts but i am looking for others.

    i don't think there's any network born yet paying for raw visits.

    Clicksor will not approve me if i dont have daily 5k unique visitors.
