Step one would be to copy over all the files and databases
    Step two thorough testing
    Step three update the dns

Nobody should be able to tell the different doing it that way, I've moved servers a couple of times and that's the way to do it without downtime and, no, I've never seen it have a negative effect on SEO.

Not that Alexa ranking really matters that much here's one from a site I moved a short while ago http://www.alexa.com/siteinfo/detectmobilebrowsers.mobi as you'll see it's growing from strength to strength but it doesn't do a lot of traffic, just a large proportion of those visitors have the Alexa toolbar installed.

If you can make it with minimal down time you shouldn't see any problem. Plan ahead.

The actual server: Probably not. We had a client who moved from a very broken CPanel install over to our Direct Admin boxes and they had a better SEO experience. Not a jab at CPanel (We have a CPanel box and our 2 offsite DNS VPSes are CPanel DNS ones. They're fine.) but therer are cases where things can improve or get worse due to the conditions of the server.

Before switching check your new IP in the spam-lists.
seo ranking will effect for that country where you locate your site.

Text fixed. Hostgator is hosted within ev1/theplanet datacenters, also well know for their pro spam policies.

Hostgator has a policy where if you're caught spamming, you're shut down until you apologize and then turned back on. If you get caught again, the same thing happens.

Changing a Registrar or Host can on occasions have a detrimental effect.

If you move to a Host that gives you too much downtime or slower responses then Yes it can effect your site

If you move registrar if the original registrar is rubbish and you have downtime you can experience a drop in ranking.

    For example

I moved from Madasafish.com (a BT subsidiary after a buy out) to Virgin as Broadband supplier and had to move my domain tted.co.uk (we got it free with out broadband account).

I was in position 1 on Google for "hire a cart00nist" and "Commission a Cart00nist" (Change 0's for o's) and we went offline for six days and lost our number 1 rankings (EG The site vanished offline for 6 days).

I had to tinker a little with the site once back online and it took me about another week (or slightly more) to recover the number 1 rankings.

it all comes down to "Geo targeting" it's not very unusual for sites to lose rankings when they switch servers, most of the time it's just a temporary loss, the most important thing is to not switch from for example a US server to a UK server, that would have a negative effect on your rankings.

It doesn't, but it can if your server is down for long.

    That is not true funkymario

My sites are hosted in Utah in the US and yet I rank number 1 for many UK search terms.

For example - pick any London Borough and pair it up with the acronym SEO and usually I am in position 1.

An example would be "kensington SE0" change (0 for o).

Where a site is hosted ir not relevant to it's geo rankings Sir!

just for the sake of your education, Watch this VIDEO before you try to argue with me:

    http://www.youtube.com/watch?v=keIzr3eWK8I

The location of the server is a Ranking factor, this is a fact, what you fail to realize is that the location of the server is a ranking factor among 199 other factors, sure if you are targeting a keyword like "my grandfather joe parker beautiful house" it doesn't matter where ur site is hosted since, nobody is searching for that keyword anyway, and google has no choice but to return your lonely page in their results.

type in google this command: intitle:"kensington SEO"

are you kidding me, "24 results" ? i can create a digitalpoint thread called "kensington SEO" and it will probably outrank your site tomorrow.

now try to rank in the UK with your com sites for real competitive keywords and you will need every SEO factor on your side, including the geo location of the server and the TLD and what you tell google on google webmaster central.

    thx.

speaking from my own experience, you may have "issues" for two weeks or so untill google "rearranges things"
be sure to not change the country cause that's not recommended

yep, don't worry about it, as long as both servers are on the US, your website should be fine.
