I was viewing the source of a website today when I seen them using h1 tags with a link and keywords. Yes. I believe it would. Links that are in prominent places on a site have been shown to rank higher in terms of linkjuice than those that are hidden or near the base of the page. By the same reasoning I would expect Header links to perform highly. Interesting to see if anyone has run any tests?
The general consensus is that they do. For example, Wordpress's default theme tags blog posts in <h1> tags and they do show more prominently than categories, which are linked on nearly every page, does.
I also do not put links in h1 tags or header tags but I think it may be a good idea, though I am not sure how good it will affect on the rankings aspect.
