    No google doesn't penalize for link exchange as long as it's with-in your domain.
    Use white hat techniques and don't go around buying links! :)

    Relevant linking will help your website. You can expect it to enhance your traffic, better your "Return On Investment", and most importantly boost your rankings in the top search engines.     Many also believe that your site simply needs a huge number of links to your website from link scams, link farms, or other shady means and your site will be magically lifted to a great search ranking on Google and the other major search engines. Do not fall for this philosophy because it can ruin your ranks and if you link back to these bad sites or link farms your site could also be banned from the search engines.

    Your site will get penalized if you fill your site with those link exchange.It must be only one or two links to be put in your site and those links must be really relevant to your site. I suggest that one-way linking is still the best method :).

    I don't think link exchange hurts the SERPs.
    Instead it can improve it if you have good relevant links.

    Yeah, link exchanges cannot be harmful for your site. In fact, it's helpful to build the authority of your site. Having dofollow backlinks from a site means that it vouches for you.

    I don't think they hurt as long as it's in moderation and only with related sites.
    Excessive link exchanges will hurt you and exchanging links with non-related sites will hurt you.
    Even though in moderation it won't hurt I also don't think it really helps you anymore, they basically cancel each other out now days. Personally I just got rid of our link exchange page, if it's not helping what's the point in pimping other competing sites?

    Link exchange services are a good method of generating backlinks :) Just don't go too overboard and add 3000 links from randoms! Good luck :p

    One way links are much more valuable than link exchanges. Google views a one way link to your site as a "vote" for you. The higher the page rank of the site linking to you, the more weight that vote has.

    Two way links cancel each other out. Google is looking for one way back links. This is why SEO companies charge money for back linking services. Link exchanging is soooo 1999.
