It seem to have only one link. Backlink is one of the factors for PR. Possibly the content is unique in its niche.

Yes, I can explain. Toolbar PR is meaningless, this is why.

maybe those backlinks that used to push up the website to a PR3 are temporary links.

Is there a theoretical example how a site can get to PR3 from just one backlink?
I believe there must be lots of promotion going on which has been stopped now.

Unique content is a ranking factor on google, it is possible that the owner of the site has gone to offline marketing.

Ehh, did you even read the post? The question was about the page's PageRank? You are just rambling...

I gave the answer already - the page has a link from a PR3 page (TBPR - in fact it could be closer to "PR4"). This page only has one outgoing link so it is able to pass on a lot of Pagerank.

The fact that this answer was largely ignored by the number of posters who came to chip in with their ideas, giving no credible alternative answer as to why this page has a PR3 value in the toolbar demonstrates how so many people here are blindly stabbing around in the dark.

the domain had been in use since 18-sep-2005 but the domains expired in December last year so the PR is probably from the older site, where as the backlinks in google have been reset since it was sold, but after the tool bar PR update.

A google search for "licataadr.com" (with the quotes) sows the domain mentioned 151 times.

Note that backlinks could have been deleted since the last PR export to the toolbar. I've posted in the past about snapshot dates vs export date.
