I can see legal adult happening but getting a domain reseller, free billing software, with those bandwidth and space requirements with a budget of $10-20 means you're asking for a big overseller. Either raise your budget or lower some of your specs in order to find something reliable. If you really want all those things installed with your own set of control, go for a VPS. You'll be able to install anything you want and control all the options your client has. Just some advice.
sorry to bust ur bubble tho but, thats not over selling and i've seen some very big companys sell it such as http://www.justhost.com/reseller-compare and hostgator pretty much the same thing just $5.00 more so I highly doubt its overselling! I just wanna see if i can get an lower offer!
The ony one that I can think that will give you most of that plus the free billing sofware will Innohosting, however you may need to increase your budget just a little.
It's overselling. I've been in the market long enough to tell you. Hostgator and JustHost are huge companies compared to others so they have a legal team that can handle their oversold problems. And HG doesn't allow you to oversell on their reseller plan. If you have 50gb space, that's all you can promise. If you want to promise more you'll have to upgrade. They make up for that on that end. Not sure about JH though on that end but I can definitely tell you their plans are oversold. Carlos mentioned innohosting, that's a reliable company imo. From what I've seen, they don't oversell.

doesnt have to have all them feature but a billing software is a must! and i see companys like hostgator and many other offer this!
