I could see that all your sites were also down till now. As far as I am concerned, will IP Address be damages? I don't think so, might be the server was damaged?
It is simply not possible to have generators at every data center. Some fire codes prohibit their use. In other cases its either space or cost prohibitive. One thing I have learned after nearly 15 years in this industry - shit breaks!
Never seen a datacenter without backup generators but I'll take your word that they exist. Gotta admit that I wouldn't be using one without them or with a testing program of some sort. At the one I use, they're fired up once a month and ran for at least an hour. They even switch over to the generators with the regular lines as the backup for at least 15 minutes. (Some silly federal requirement as we have a certain agency in there.) Agreed.
They do exist. Particularly in larger cities were NAP's and or other Phone Exchanges or meet points occur. Some of these locations are in older buildings in tight quarters. Fire code, or other issues prohibit their use. In other cases UPS systems themselves are utilized and as such, the need for a generator is only secondary in the event of an even larger natural disaster. Depending on location you'll find a great many facilities do not have generators, but DO have UPS systems. I've seen numerous cases where even the largest and most redundant of facilities still had failures even with several N++++1 backups in place. Murphy's Law applies!
We have UPS'es in place as well. Some idiot even painted a couple of them brown and stuck labels on them. Not doubting you. The building we're in was designed from the ground up as a telephone exchange.
