I am going to create a blog, but do not have the funds to purchase the hosting at the moment. I am just going to use a free blog service, which service is the best to use? Do they allow Google Adsense?

The best (everyone will agree, I'm sure), is WordPress. You can use their servers & yes, AdSense is allowed.

However, Blogger (from Google) is also popular, easier to use, but does not have all the functions of WordPress.

There are several blog-type sites that you can use to host your blog, and many of them support Adsense. A few also offer the option of advertising through other programs as well.

Blogger.com is the most popular platform, and as you know, they are owned by Google. I'd give it a go with them, and maybe you can pick up a few odd jobs from the BST in the meantime.

I'll say the exact opposite of stevestuff. Blogger is VERY versatile, while Wordpress.com is pretty limited.

You can also use a regular domain name with Blogger (not sure if you can do this with Wordpress), so that if you decide to move to a different platform (say self-hosted Wordpress) down the line, you won't lose all of your rankings and all.

Actually, you may want to look into their TOS. Wordpress.com specifically states that no type of advertising is allowed on blogs hosted with them.

They, from time to time, will place ads where they see fit, but you are not allowed to do so.

I saw many make blogs on blogspot, then once they have some good content and PR they sell reviews to earn money. you could try that.

Many hosting service are quite cheap these days, like $3 a month, might be even cheaper if you purchase a longer term service like a year's package.
Once you create a site, and create good content and work hard on the marketing, you'll soon get good PR (at least 2 based on my experience). If you buy links or invest on SEO, you might achieve better result. But if you have tight budget and want to do all the things by yourself, don't worry, you could still achieve it. Then, you can sell links, or sell post, etc. Then your working will be rewarded and you could get your investment on hosting or the domain registry back.
It is not that hard. Have faith and keep trying.
    Good luck.
