    Windows 2003 will be a better bet as Windows 2008 requires higher memory and storage space then 2003 does which will push you into a higher package. Your bugdet of $25 is a bit tight though as many resellers have to pay Microsoft $19 per month for the license.

    Windows 2008 requires 32G of disk space and 512MB ram in order to run. Reputable VPS companies will know this.

    How many applications can i run? Is utorrent allowed? Can i install applications my self or request you? Can you post a screen shot? By which software i remotely connect to this server? Do you have a user guide or help? Also please post full specification here or give us a link where we can see it. Do you have ftp? Is utorrent allowed? Which os is this?
