question about unverified paypal accounts

can i receive or send money with an unverified paypal account ?

Yes you can send and receive money with unverified Paypal account. But there are few limitations associated with this.

 

There are no limits as far as receiving money from cash balance... but only up to 5 CC funded receipts are allowed. Your withdrawal limit would have a maximum limit of $ 500 per month.

I guess it depends on your country , for me i'm allowed to send and withdraw , you have to check out with them how they work with your country.

i guess you may be trying to use a coupon code , they only allow payments with cc if you use discount codes , so i guess you can get your rapidshare account with your unverified account.
