You're about $100 light on your budget. Keep in mind that the cPanel cost and power alone is $50/mo no matter what provider you go with. You might want to look at shared hosting or VPS, or just look at raising your budget, again by a minimum of $100.
I think you need a provider that can upgrade you when you need to.. its would be best to get a virtual server that can be upgraded in future.. that's if your planing to grow. WHM is good, u can host lots of sites on the server.
His site is not only vBulletin but also has some Adult scripts running on the background. He is currently on a i7 860 server with 8GB of ram and he using well about 40% of the CPU alone, so in my opinion a VPS might just be a band aid.
You could get a low end dedicated server like a Dual core Atom for $50 , but that probably won't be enough for your websites. You can try a free control panel like virtualmin which is nearly as easy as cPanel. Ishan
