just go to the wordpress.com website and follow the directions. You can either set up a selfhosted one or just use theirs. Either way its very easy/user friendly.

 

Wordpress.com domains are alright for blogs that you don't plan on making money with.

Wordpress.com will shut your blog down in a heartbeat if you promote any affiliate products or link to too many other sites.

Host a Wordpress blog on your own domain. That's the best way to do things.
