    I think its a path of a URL that is decoded.. anyone has any idea as to what decoding method it might be ?

    Naaa, no chance, BASE64 only uses letters and numbers. Could be proprietary, someone could write their own algorithm and it would be hard to "crack", but more likely it's a known algorithm that someone might recognise. I don't though, sorry, I just know it's not base64.
