    Maybe you can hold a contest weekly or monthly for the most viewed or voted articles, and give some prize.

    Junk will be submitted regardless of what you do, quality content will be submitted if your site has better PR. Though volume of junk will raise too.

    Paying for people to submit articles can become pricy and is unnecessary. Why not just make connections and reach out to peope to make articles? It's a longer process, but a better long-term plan.

    Two things matter

    Submit your site into article directory list.

    Participate in as many forums as you can, forums are free way to market your website.
