Ya of course.. Your content should look like as if you had used keywords in content. It should not be like as if writing the content for those keywords. There is limitations of keyword optimizing. According to your content you can use keywords. Not that there are 16 keywords are there. In few pages we can't avoid those words. Google robots understands them. In most cases replace those keywords with other relevant words.

It is not necessary that having a keyword 16 times is counted as keyword spamming. Use a tool to measure your keyword density. e.g. a keyword density of 16 out of 1000 words = 1.6% which is not at all considered spam. Be sure not to exceed 5-7%.
