Toolbar for my main website?

    I'm considering making a toolbar for my website to help promote it.

    My problem though is that I don't know how to code, and the only semi-decent program I've found to make them is Conduit. However, I can't have some payed Google search on my toolbar, so Conduit is no longer an option.

    Does anybody have any ideas/programs/etc that they can share?

    The Order form isn't working, and I don't know if I trust them. The site says Copyright 2005, and I doubt it's up to date with any modern browsers.
