No it is not fine. It doesn't matter what disclaimer you use. It's still a copyright violation. You cannot offer other people's work for download without a license or their permission.
I have that on a bumper sticker. It says: "If this is your car I am driving just let me know and I will give it back. The driver of this car is not responsible for stealing your car." I just slap that on any car I want and off I go.
If you copy someone else's Personal Images and then publishing under you as your personal images , Do you think this is right ? This is not Legal !

Intellectual property is still property, just like a car. You can't use someone's car without their permission. The harm you do is that you distribute someone else's work, which they could have made money off of, without their permission. They have the right to determine where their work is posted, not you.
If I download wallpapers from a forum that suggests (users) wallpapers for download. how can I know if they have copyrights? Also If my site have an upload option, how can I be responsible for their uploads?
Now you're getting into safe harbour issues covered by the DMCA and other countries' statutes. What does any of that have to do with your original question, where you ask if you can "take pictures from all over the net and put it on my site for download but only personal use"? The answer to that question is no, you cannot. I don't know why you would bother asking a question if you have already decided what you want the answer to be and want to argue with people about it. If you don't believe anybody here who says that you can't do what you are proposing, quit being cheap and go pay a lawyer so they can tell you the same thing. Don't expect people to give the wrong answer just because that's what you want to hear.
I don't argue. All of this sentences are spread all over the net in different wallpapers sites. So I thought that they are legal. In conclusion: It doesn't matter what is the sentences that I write that won't be legal until I get a permission from the owner. correct me If I'm wrong
Hey, while we're on this thread, what if someone gets an image from the net that is copywritten and then overhauls the picture in Photoshop or something? Doesn't the image then become the property of the person who edited it, especially considering the file name, image content and other attributes will be entirely different? I'm not talking about something simple and dumb, like taking the Mona Lisa and adding a smiley face in the bottom left corner then trying to claim it as your own... I mean if you take the Mona Lisa, blend it with the face of a friend, change the background color and then add a filter to it - In the case where the original image is practically indiscernible - is THAT a copyright infringement? Using someone's photo unless it is stated to be free of copyright is just as bad as stealing content with the cut and paste method. I've reported sites using my content and generating Google AdSense income to Google - one at least seems to have been banned which is how it should be...
Using copyrighted material to create derivative works is still copyright infringement. If you want to use it, get permission or be damn sure it's covered by fair use guidelines.
I you have the skills to totally redo an image, why do you need to steal one in the first place. Be proud of your skills and produce your own original work. Rowan
