Legit windows spla resellers have to pay microsoft about $19 per month for windows servers so I don't see how you can get one for $20.
Microsoft licensing is complicated and changes all the time. Sometimes even MS employees are not to sure. If your license is OEM, it must stay with the server. Another possibility is the host buys the datacenter version of windows servers which gives them unlimited instances so there is no incentive to accept your license and lower the price. If the host doesn't do datacenter version, ie wants to run windows vps's on another platform instead of hyperv, then SPLA is what they are doing. I know it's complicated. For me the safest bet is SPLA as you only pay for what your customers consume month by month.

He said his platform is small so he may not need anything as elaborate as cpanel, not that it would run on windows anyway.
Well it might with enkompass and yes you can get a windows vps through burst for $20 a month. so check your facts.
