Do it at your own risk. But let me tell you that there is a beauty in natural links that you can't get from paid links. Free links are the best!
I buy links. Google say they don't like manipulation, but to me, practically all methods of SEO use some form of manipulation. As long as you are targetting specific anchor text, then I think you are manipulating the search engines to rank higher for a particular keyword. In order not to be manipulative, you would need to let everyone link to you without asking them to use any particular keyword targetted anchor text (unless it's your company name or domain name). Many sites in competitive niches buy links, quite simply because it works. Some of the links might get discounted, but many don't. I see buying links as a skill - finding the right sites to place links and using the right techniques so that you don't look overly manipulative. You could waste hundreds or thousands of dollars buying links in the wrong places, but overall I think it's a good strategy if you're willing to accept the risks that go with doing anything that isn't strictly white hat.
By the way I think in the same way. As for particular keyword anchors I even implemented several experiements and I found on interesting thing that the anchor with just site URL or site name surrounded with particular keywords is very effective for these keywords positions increasing
I've tried buying in the distant past, and to tell you the complete truth, they really didn't help at all. At least not that I could tell.

I don't I have before long time back and got a site penlized for it. So I paid to get a site penalized, not again.

Buying links is useful when you have a solid base of low quallity natural links... If you chose the correct sites you can increase your site's popularity (in SE) very fast. If you have no natural backlinks at all don't even bother buying links, you would have to spend so much money.
I just pass on jobs like that. I have some pretty good link building strategies that are all free, legit and pretty effective. Some niches are easier then others I do run into some niches where large amounts of quality free links are hard to get and it is a set back. But I really don't like the idea of investing hours of hard work and then bunch of money for links and then lose it all over night by getting penalized.
Now I understand you. We are just in different situations, my work sometimes requires achieving high competitive TOPs in a short time, though actually I agree with you about the risk of getting penalized, but as gastongr said - this risk is not so big, if you also have a lot of natural backlinks
