I see high ranked competitors appearing in paid directories. Is it worth the effort and small amound of money to list in those same (high ranked) directories to stay up with the big boys?
I think you answered your own question. Directories aren't enough to get your website ranked but could help add some stable links and traffic to your website.
when the competition is fierce and just about anything counts, getting listed on a few top directories can just do the magic. specially yahoo ($300/year) and DMOZ (free but takes forever)

I would not pay link on some average directory. But would I pay on some quality directory, the answer is yes.
Just one man's opinion, but if I had the spare cash I would indeed buy a listing in the Yahoo! directory. Just sayin'.
Its wroth to be listed in paid directories like yahoo.com, business.com and botw.org as these directories globally recognized as high quality directories with good pr and alexa rank. and their listing criteria are very high. so dnt be hesitate submit into it.
it depends on the rank of the directory (traffic-wise) and how much it costs. it also depends on the kind of business you run (is it something a lot of people would go to a link directory for?).
I think it if you can find a not-so-expensive keyword, using adwords to promote your website certainly worth that. It will be very helpful to promote your website through pay-for directory links if your website is in initial stage.
