    Quite honestly, both ways are not good, they leave a FootPrint that the search engines can detect and therefore you would be at risk of having your website penalized

    I thing You have to use 3 WAY Link exchange for link building.
    Two-Way Link Exchange is simply looking for other sites that is somehow related to your website and ask its webmaster to place link from their website to yours and in return, you will do the same. This is now done by almost all of the webmasters in the world. This means increase of inbound links plus of course helping your site visitor to look for other sites, which might be helpful to them.

    Three-Way Link Exchange is somehow similar to two-way link exchange but the difference is instead of putting a link to another site on your own site, you will place its link on the other site you have.
    SO I think You should do 3way link building for link exchange.

    Its not a question that I can answer without knowing more about your company. Any artificial links should be built with great care, alternatively build content that others will want to link too.

    As per new algorithm of google if you do 2-way link swan than you will maintain quality if your link partner add any irrelevant or bad neighborhood link on that site than it will also damage your site's ranking. So better way is 3-way or 1-way.

    3 way linking is one of the very schemes Google is against since ethical or unethical, it is a scheme designed to increase your sites ranking or PageRank.
