Doing a permanent redirect without htaccess or that option in the CMS system

    hmmm... I have a domain name registered and want to redirect it to another site, but I don't want to buy a hosting plan simply to use an htaccess file, nor do I ahve the option of setting up permanent redirects in the control panel supplied by the ISP I ordered it through. Does anyone know of a manual way to do it?

    use a php header redirect...

    no, i said i didn't want to get a hosting plan :p

    however, after discussing it with the hosting company it'd be the best thing to do, so I'll get the el cheapo package and put up an htaccess file
