If the content remains the same, and you have the same meta tags per page you'll be fine.

You will need to use a component such as sh404SEF to ensure your static page urls are kept the same to avoid any broken links back to your site and to maintain PR of inner pages.

Should make very little difference as long as you are careful to keep the same meta information and basic site structure along with a good site map.

I moved a site from html to joomla then to wordpress and never left the first page for my most targeted keyword phrase.

But before I move any site I will make sure I am ready to go quickly so it's not down for very long. I like to move on the weekends.

Also look at the googlebot and see how frequently it crawls your site. the goal is to move the site inbetween crawls.

    • You must installed Joomla on your local computer, this is to avoid down time whenever you want to setting up your url, and other meta desc. For this purpose you can using XAMPP or WAMP
    • Configure your Joomla as you needs, templating, structure, etc
    • Configure your Joomla SEF so it can produce Urls and meta description same as your old html static site. Dont worry about mod rewrite issues (Apache Linux), maybe you will unabled to create .htaccess file in your Windows OS, so dont created, just copy from other source.
    • Move / rewrite your article on static html site into your Joomla site in local computer, make sure / recheck if your url format same as old one. For checking, just explore your old site on google by typed:
      site:yoursite
    • When you compare between your local Joomla and your currently old one, just ignore domain format difference;
      your local computer: localhost/joomla/mypage.html
      and
      your old site: yourdomain/mypage.html
both of them will be the same url when you uploaded your offline Joomla later
    • Also watch your opening description such like a paragraph before "Read More"
    • If you have done, now time to uploading your offline Joomla into your online site. If you not sure if your hosting supported your currently Joomla, make one test installation on one of your folder to ensure.
    • If you already sure, start backing up your old site, then closed your site when your Joomla site being uploading.

Here is the Game Step by Step Game Plan to migrate an existing site to a new domain/ site and mitigate traffic loss.

    1. Crawl Both the Old site and New site with a crawler / sitemap creation tool like audit my pc (www.auditmypc.com/xml-sitemap.asp] ).
    2. Match up pages from the old site to the pages on the new site that are similar in content and which would be a replacement page.
    3. Create a 301 redirect file on server (htaccess file for apache, or appropriate redirect depending on server)
    301 Redirects:

4.Create a custom 404 error page that allows the visitor to view a sitemap or go to the homepage. This will allow for any missed or orphan pages to allow a visitor to find their way around the site.

    5. Verify both the new and the old site using Google webmaster tools. This entails uploading a file to each of the root directories for both of the sites (old domain/ server and new).

    6. Associate web address change using Change of Address function in Google Webmaster tools

    7. Create Sitemap in XML format – a list of all the new pages
    8. Add sitemap to directory for White-Rodgers
    9. Submit Sitemap to Google
