Actually i have read in other forums that with indian debit card you cannot verify your paypal cos you won't get that 4-digit code , you have to get a credit card for it.

Well I don't think you can verify your PayPal account with debit card. I have heard many times that people got their account verified with debit card also but there is no such proof of that. Its better of you get your account verified with credit card or in worst cases you can use VCC.

    Regards

I don't think indian debitcards can be linked with paypal, you may create virtual credit card (VCC) and verify with paypal.

All Indian Debit cards with Visa or Mastercard logo may be linked with paypal.

But, the problem with Indian Banks is that they don't give you the "offshore transaction details" or "POS transaction details" in your Bank statement that contains your PayPal 4-digit expuse code required for verification..

So, unless you are sure that you can get it from your branch, you will not be successful with adding your Debit Card in PayPal.

In fact, I'm having my PayPal verified by using an Indian Debit Card branded with VISA (The "Yuva Card" from State Bank of India)

As far as my knowledge goes you may have some problems if you use an indian debit card. As you will not get a statement of a debit card and hence you will not get the four digit verification code. It is better that you get in touch with your bank regarding this. So it is better to use a credit card. If you do not have it. You should get it because have a credit card will help you in a lot of cases.

I hope that this comment is not sarcastic, because, I'm not lying here.
Google "SBI Yuva card" to get your answers.

On a side note, are there any requirements to opening a bank account in India for foreigners? I may move there to work soon.

Contact the bank you want to do business with and ask them their requirements for opening an account.
