    Problem is that i want to open an Business account on my name so i want on my name since ill be using it to pay taxes .

    I did not upgrade .It just happened before i was thinking to upgrade .

    Can i open one with same address ?

    Yes, don't west time jsut call them thye might need some documents to reaccess your account and this only can help paypal customer care they know for what reason they limited your account

    Keep trying to appeal. Otherwise there's no way to use them anymore. Paypal closely monitors owner and business information of accounts they have permanently closed. They will do the same thing to a new account as soon as they figure out that it's the same account holder.

    Call them buddy. If you call them and explain they will solve it. My account once was limited so i called them explained everything and that evening my account was restored...contact them via phone

    They have only limited the access to your account, so yo may simply want to submit what they ask for as documentation in order to re-activate the account again for operation.

    If your first account is a personal one, opening a business account now would be fine since Paypal allows 1 Personal and 1 Business account under one name.

    I dont think contacting them will help much. Try sweet talk them.

    If I am under age and they limit my account, will they delete the account if I contact them for a request?
