Let Me do a little bit of comparison with the other two banks in India. The Famous Bank provide visa/debit card for free. You only need to start an account at the bank. Some of the bank's account starting options, 1) Zero balance account which is very helpful for students. 2) 1000 Rs INR Or 20$ minimum Balance account for people below 18 and above. 3) 5000 Rs INR Or 100$ minimum Balance account and so on.... The paypal works on all the above plan even on a zero balance account!!!!!! But Banks Like HDFC (NetSafe) and Kotak Mahindra (Netc@rd) Need a good amount in your bank account as your minimum balance. HDFC needs 10000 Rs or 200$ minimum balance or they would fine us, while Kotak Mahindra needs 5000Rs INR or 100$ as minimum balance in our account HDFC and Kotak Mahindra bank uses Virtual Credit Card (VCC) Technology i.e Netsafe and Netc@rd respectively. But The bank I am speaking about uses Verified By Visa Process (VBV). So You Just need to start an account in that bank and need only their Visa/Debit Card. CVV code is what everyone is asking for, the bank prints the CVV code on the back side of the card a 3 digit no. They would sent each and every account holder the 4 digit password you need to do online transactions and which is of course necessary to verify your paypal account. other banks HDFC and kotak mahindra give you only vcc they don't provide you direct payment facility through your visa/debit card, else you would need an Credit Card. Even SBI don't give you the facility!!!! So why to wait go and join, but u would need to wait a month more, they are schedulding to launch the facility in 2009 December last week!!!! Go and apply for an account now and by the dec 09 last u would enjoy the paypal, that too highly secured!!!!! I won't name the bank now, But you may expect me to name the bank with in a few days!!!

My dear friend!! For getting SBI YUVA CARD u need to be atleast 18 years!!!! and in between 30yrs!!! this is no much helpfull. Since I am only 17 and my parents are above 40 I can't get it!! But the bank I am talking about give An ATM-Debit Card in zero balance account!!! even if you are below 18 it doesn't matter!!!! any one can get a card from this bank (legally) and also they are best in customer service no other bank can give that!! I ve personal experiance in sbi and some other bank. they are poor at costumer service. they are addressing me as "what fellow......." also the bank is going to provide the card verified by visa service, I hope more better than sbi etc....
Mate, just to update you, that Paypal does not allow minors (below 18 years of age) to old an account. And with the Bank account (where you cannot forgre your details about age), if they catch you, then it's all over. So, please don't talk about legal issues. You are already breaching the legal agreement off PayPal by having an account with them. So, why using all this legal verification process.. Just use a damn VCC.. For those who are between 18-30, SBI Yuva is a better option.. No other debit card will give you the flexibility to get the Paypal expuse code (until you are Branch Manager in any Branch). And I partially agree with u abt the poor customer support, but, you can be happy, if you find the right guy.. (Mr. Vivek) However, I'm not having ill views about the bank you recommend. The offers look interesting..
bank is axis bank . iam having the accnt. already used this method. u can also do this with HDFC no frills account. u cant open an account everytime u want to verify ur paypal. so nthn very very easy. they take take their time to open the account + time to issue u a card.
May i know how much should we deposit initially and what minimum balance we should maintain?? Is there any special conditions to get a CC?
It is great for you country. In contrast, my country has no that service and all my paypal account is just sending moeny out only.

Bhai sahbs I am going to announce the name soon but, A small problem is there they didn't supported paypal till now. Hope they soon introduce it. I am calling the costumer care cell daily regarding this matter. Please wait for a while any way they are supporting verified by visa method of payment. This is the reason behind my hesitation!
